DENIAL & PARTIAL DENIAL SUPPORT
A denied claim is a file to review, document and support.
Claimsters helps roofing and general contractors build the documented repair scope behind denied, partially denied and below-deductible files. We gather relevant evidence, prepare the Xactimate estimate, submit the supported scope and follow the file through carrier responses.

WHAT THIS SERVICE DOES
01/03What is denial and partial denial support for contractors?
Denial and partial denial support is the process of reviewing the carrier's decision, gathering project evidence, preparing an itemized repair estimate and submitting the contractor's documented scope for review. Claimsters supports the contractor's estimating and documentation work. The carrier retains responsibility for its claim decision.
A denial may state that the available evidence does not establish covered damage. A partial denial may allow a limited repair while leaving other slopes, elevations, materials or repair operations out of the estimate. A below-deductible file may also need a full and accurate scope so the contractor can understand the documented repair value.
Claimsters reviews the available carrier estimate or denial letter against photographs, measurements and the repair requirements. Where the evidence supports it, we prepare the estimate, request a reinspection, answer written questions and track the file's next steps.
We work as the contractor's own estimating and supplement team. With the contractor's authorization, we work within its business and use its company email for file correspondence. Our work stays focused on the contractor's estimate, repair scope and supporting evidence. We do not negotiate settlements, interpret policy coverage or advocate for homeowners.
START WITH THE CARRIER'S POSITION
Three file situations. One evidence-led process.
The file stage determines what information is missing, what needs to be estimated and which follow-up action is appropriate.
No repair scope approved
Review the denial letter and carrier inspection records. Organize slope-by-slope or elevation-by-elevation photos, weather verification, third-party measurements and applicable manufacturer information. Rebuild the documented repair scope and request a reinspection when the evidence supports one.
Some damage or work was omitted
Compare the approved scope with the actual documented work. Identify omitted slopes, elevations, quantities, materials or repair operations. Where relevant, support the difference with repairability evidence, product availability, matching information, measurements, local code references or manufacturer instructions.
The approved amount is below the deductible
Review the complete repair scope rather than assuming the carrier's initial estimate includes every documented item. Prepare the relevant Xactimate estimate and supporting records so the contractor can see the repair value and any supported difference.
BUILD THE SUPPORTING FILE
The response should be supported by more than a disagreement with the estimate.
Claimsters organizes the available evidence around the repair scope and the issue identified in the carrier's letter or estimate.
Carrier documents
Denial letter, carrier estimate, scope sheet and available inspection photographs.
Roof and property photographs
Images by slope and elevation, with wide context photographs and close-ups of relevant conditions.
Weather verification
Information relevant to the date of loss, where it helps document the reported event.
Measurements and quantities
Third-party measurement reports and comparisons between measured dimensions and estimate quantities.
Repairability and product information
Documented repair tests, product identification and availability evidence where relevant to the scope.
Code and manufacturer requirements
Local code lookup reports showing the applicable edition and amendments, plus relevant installation instructions.
THE WORKFLOW
From denial letter to a supported next step.
Claimsters follows a consistent process, while the evidence and next action remain specific to the file.
Review the decision
Read the denial or partial denial and identify the exact issue, exclusions of scope or requested clarification.
Identify evidence gaps
List the photos, measurements, weather records, product information and project documents needed for review.
Prepare the estimate
Rebuild the documented repair scope in Xactimate using the same regional price list as the carrier. Confirm the price list and its date before comparing line items.
Submit the support
Provide the estimate and supporting documents through the contractor's authorized workflow.
Request reinspection if supported
When the evidence warrants it, prepare the contractor's crew with the relevant photos, measurements and code items.
Track and respond
Record each carrier response, answer questions about documented repair items and follow up every week. The contractor receives a status update, and carrier response deadlines are tracked. When the carrier issues a revised estimate, Claimsters sends it to the contractor.
Claimsters identifies the requested item, gathers the relevant project evidence with the contractor and provides a written response within the agreed service scope.
CLAIMSTERS CASE STUDIES
What changed when the file was supported with specific evidence.
These client-file examples show different denial and partial-denial situations. Each outcome depended on the facts, evidence and carrier review for that file.
View all Claimsters case studies ↗NORTH CAROLINA · STATE FARM
A filmed repairability test changed a repair decision.
The file began with a $3,825.17 repair estimate and a net payment of $962.15. After an earlier reinspection did not change the carrier's position, the contractor documented a repairability test on video. The footage showed shingle mat transfer, tearing, crumbling and creasing during ordinary repair handling. After reviewing the video, State Farm moved to total roof replacement.
The next estimate round addressed additional items with aerial measurements and a Wake County code report. Most supplemental line items were approved, while certain items remained declined or adjusted.
NEW JERSEY · ALLSTATE
CASE 02 / PARTIAL SCOPE93-shingle repair scope became a full roof replacement.
The carrier initially allowed repair of 93 shingles. A contractor attempt-to-repair test was documented on video, with the test area identified and the repair procedure recorded. The video showed new creasing and cracking during the attempted repair. Allstate then approved a full tear-off and replacement of approximately 32.5 squares.
The follow-on $10,104.21 supplement was still disputed in the case record. The replacement approval and the later supplement dispute are separate outcomes.

CASE 03 / SIDING PARTIAL DENIALAdditional siding scope brought the approved replacement cost to $22,273.20.
USAA had approved $9,386.40 and denied part of the siding scope. A supplemental estimate documented the front, right and rear elevations. The depreciation treatment requested by the desk adjuster was applied and explained in the estimate notes.
The carrier used the submitted estimate, with depreciation applied, as the settlement document in this file.

SERVICE PRICING
A clear fee for denial and partial-denial support.
For denied, partially denied and below-deductible files, the fee is 4% of the increase the carrier approves after Claimsters' work. The fee applies to the documented increase, not the entire claim amount.
Of the increase approved by the carrier.
- Evidence gathering and file review
- Xactimate estimate preparation
- Applicable code and manufacturer support
- Submission and written responses
- Reinspection requests where supported
- Follow-up through the approval stage
The percentage is calculated on the full difference between the carrier's original estimate and the amount approved after Claimsters' work. Amounts approved before Claimsters starts are excluded. The deductible and non-recoverable depreciation are not subtracted from that increase. On a denial with no initial approval, the increase is the full amount later approved. If the carrier approves no increase, no percentage fee is owed. Confirm the written scope and fee before work begins.
This service follows the file through the carrier's approval stage. Claims management through depreciation release is a separate service at $500 per claim.

One workflow. Local requirements checked for the property location.
Claimsters works nationwide and has experience across the states below. Denial and partial-denial files require project-level review of the applicable local code edition, amendments, manufacturer instructions and regional price list. Those details should be verified for the property and loss involved rather than copied from another state.

Denial and partial denial support FAQs.
Clear answers about the file review, evidence, estimating and service boundaries.
What does denial support mean for a contractor?
It means reviewing the carrier's denial, organizing the available evidence, preparing the contractor's documented repair scope in Xactimate and submitting supporting information for review. Claimsters may request a reinspection when the evidence supports one. Work is performed as the contractor's authorized estimating and supplement team, through the contractor's company email.
Can Claimsters help when the carrier approves repairs instead of replacement?
Claimsters can review the approved repair scope against the documented roof conditions. Where relevant, the file may include a documented repairability test, product availability or matching information, photographs and measurements. The carrier makes the coverage and claim decision.
What documents are needed for a denied claim?
Start with the denial letter, carrier inspection photographs if available, project photographs by slope or elevation, a third-party measurement report and weather verification for the date of loss. Manufacturer requirements and local code information may also be relevant.
What is a partial denial?
A partial denial occurs when some portion of the reported damage or repair scope is accepted while other areas, items or quantities are declined or omitted. The contractor's file should identify exactly what was approved and what remains disputed.
Can Claimsters support a claim below the deductible?
Yes. The Claimsters service model includes below-deductible files. The work is to document the full repair scope and prepare an estimate based on the available project evidence.
When should a contractor request a reinspection?
A reinspection should be considered when the available photographs, measurements, repairability evidence or other project records support another review. Claimsters prepares the relevant materials and helps the contractor's crew understand what to present during the visit.
Does Claimsters respond to engineering reports?
When an engineering report does not match the documented physical damage, Claimsters can prepare a response using the relevant project evidence, photographs, measurements and applicable requirements within the agreed service scope.
How much does denial and partial-denial support cost?
The fee is 4% of the increase approved by the carrier after Claimsters' work. The increase is the difference between the original carrier estimate and the amount later approved. Amounts approved before the assignment are excluded. The deductible and non-recoverable depreciation are not subtracted from the increase. If no increase is approved, no percentage fee is owed. Confirm the written scope and fee before work begins. Claims management through depreciation release is separate at $500 per claim.
Does Claimsters negotiate settlements or interpret insurance policies?
No. Claimsters' role is contractor-side estimating, supplement documentation and follow-up on the repair scope. Settlement negotiation, policy coverage interpretation and homeowner advocacy are outside its stated service scope.
Does submitting a supplement guarantee approval?
No. A supplement documents a repair scope and supporting evidence for carrier review. The carrier makes its own decision. Claimsters does not guarantee a claim approval, replacement decision or payment amount.
