BUILT FOR TENNESSEE ROOFING AND RESTORATION BUSINESSES
Keep your team on the job, not tied up in estimate preparation.
When a storm creates a new batch of roofing and exterior projects, the inspection is only the start. Your office still has to compare the existing estimate with the repair scope, check roof measurements, identify missing operations, document damaged components and organize the records behind each item.
That work can pull project managers away from customers, crew scheduling and production. An internal estimator can also become a bottleneck when several files arrive together. Hiring another full-time employee adds fixed overhead that may not fit a workload that changes with the season.
Claimsters gives your contractor business an outsourced estimating resource. Send an individual file or discuss recurring project volume. We prepare itemized estimates and supporting repair-scope documentation so your team can focus on managing projects and completing work.

Estimating and supplement support for the projects your company handles.
Claimsters supports residential and commercial roofing, exterior trades, storm-related losses, denied and partial-denial files and contractor office workflows.
Xactimate Estimate Rebuilds
Review the existing estimate against the contractor's documented repair scope, measurements and project records. Prepare an itemized Xactimate estimate using the relevant regional price-list context.
Roofing Supplement Documentation
Identify differences in documented scope, quantities and operations. Prepare line-by-line estimating documentation that connects proposed work to photographs, measurements and relevant technical information.
Denied and Partial-Denial Files
Organize the denial letter, inspection photographs, slope-by-slope damage records, measurements, weather information and manufacturer requirements around the repair items that need further documentation.
Residential and Commercial Roofing
Support shingle, flat, metal and commercial roof estimates, complex assemblies and scopes that may require separate bid-based pricing or additional project documentation.
Exterior Trade and Restoration Estimates
Prepare estimating documentation for siding, windows, painting, fencing and related exterior trades. The wider Claimsters service model also covers water mitigation, fire and smoke, winter damage and other repair scopes.
Contractor Office and File Support
Keep estimate versions, project notes, open items and agreed next actions organized. Claimsters also offers separate claims-management and contractor CRM support, with Tennessee-specific activities defined before the engagement begins.

Request Estimating Support →THREE ESTIMATING FILE TYPES
The file stage determines the work and supporting records required.
Claimsters organizes estimating work around denied, partial-denial and supplemental files. Each type has a different documentation path.
Denied
When no repair scope has been approved, assemble the denial letter, carrier inspection photographs, slope and elevation photos, weather verification, third-party measurements and manufacturer requirements. Rebuild the contractor's documented scope and identify whether the evidence supports a reinspection request.
Partial Denial
When only part of the work is recognized, document omitted areas, slopes, elevations, limited repair conditions, quantity differences and product information where relevant. Make the gap between the estimate and the contractor's documented repair scope clear.
Supplemental
When an estimate exists but misses parts of the work, compare quantities and operations. Potential items include drip edge, starter, ice barrier, detach and reset, concealed damage documented at tear-off, labor minimums, debris handling, steep or high access and trade coordination where supported.
EVIDENCE-LED ESTIMATING
Connect the estimate to the work your company has documented.
A reviewable estimate explains the operation, quantity and basis for the proposed work. Claimsters organizes the records supplied for the assignment so the contractor can follow the estimate item by item.
The rebuilt estimate uses the relevant regional price-list context, with the price list and date checked before comparing figures against the existing estimate. The goal is a clear, traceable repair-scope document, not simply a higher estimate total.

HOW CLAIMSTERS WORKS WITH YOUR TEAM
A consistent workflow from project intake to an organized estimating file.
Claimsters' wider service model is designed to go beyond estimate delivery. It can include preparing the contractor's estimate, organizing the evidence, submitting the supplement, responding to estimate-line questions and tracking the file toward a revised estimate. In Tennessee, insurer-facing activities are included only when the actual arrangement has been reviewed and cleared for the applicable licensing requirements.
- 01
Submit the project
Provide the existing estimate or denial letter, contractor repair scope, measurements, job-site photographs and other available records.
- 02
Review the scope gap
Compare the existing estimate with the documented damage, measurements and work your contractor has specified. Identify missing information and estimate differences.
- 03
Rebuild the estimate
Prepare the line-by-line Xactimate estimate using confirmed operations, quantities and the relevant regional price-list context.
- 04
Organize supporting records
Connect photographs, measurements, code research and manufacturer information to the estimate items they support.
- 05
Confirm service responsibilities
Define contractor authorization, communication role, deliverables and any insurer-facing activity permitted for the Tennessee engagement.
- 06
Follow through on the agreed file scope
Where the Tennessee service arrangement permits the activity, the workflow may include supplement submission, written responses to estimate-line questions, weekly file follow-up and delivery of the revised estimate. The engagement defines the assigned responsibilities before work begins.
FILE-BY-FILE OR ONGOING ESTIMATING SUPPORT
Choose estimating capacity that fits your project volume.
Some contractors need help with one estimate. Others need a steady resource for residential files, commercial roofing or a larger storm-related pipeline. Claimsters' service model supports individual assignments as well as standing desk and retainer arrangements.
Contractors can discuss residential desks, commercial desks, monthly retainers and storm-surge retainers. The right arrangement depends on project volume, required deliverables and the activities that can be included in the Tennessee engagement.
Use Claimsters for a single file, a group of estimates or recurring support. We will review your workload and confirm the service scope, responsibilities and fees before work begins.

TENNESSEE BUILDING CODE AND LOCAL REQUIREMENTS
Check the building type and local code authority before using a code reference.
Tennessee's State Fire Marshal currently lists the 2021 International Building Code and related 2021 commercial model codes, with amendments, effective April 17, 2025. The State Fire Marshal's residential code is the 2018 International Residential Code with amendments, effective July 16, 2020.
- Separate residential and commercial code paths.
Do not apply the commercial 2021 code editions automatically to one- and two-family residential work. The state residential framework is the amended 2018 IRC.
- Confirm who enforces the code.
Some Tennessee cities adopt and enforce local codes. Where a local jurisdiction does not administer the applicable codes, state enforcement rules may apply. Confirm the authority for the property address.
- Check whether the code applies to the work.
The State Fire Marshal's residential permit FAQ says its adopted residential code applies to new construction and additions over 30 square feet, not ordinary renovations. Local building departments may have separate code and permit requirements, so do not assume the state residential permit rule creates a requirement for every reroof or repair.
- Connect each reference to the estimate item.
Use the code edition, local amendment or manufacturer instruction that applies to the building, component and repair operation being estimated.

TENNESSEE CONTRACTOR LICENSING
Check the project value and county before confirming contractor licence requirements.
Tennessee contractor licensing is threshold-based. A contractor's licence is generally required before bidding or contracting for projects valued at $25,000 or more. The state board also identifies roofing subcontract work at $25,000 or more as subject to licensing when the subcontractor is contracting with a contractor rather than directly with the owner.
A separate Home Improvement licence applies to residential remodeling projects from $3,000 to less than $25,000, but only in nine counties that have adopted the law: Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby. Roofing is included in the stated home-improvement work categories.
These requirements do not mean that every roofer has the same licence obligation on every project. Confirm the contracting role, total project value, roofing subcontract amount and county before bidding or starting work.
Review Tennessee contractor licence thresholds → Review Home Improvement licence counties and requirements →Claimsters provides estimating and documentation services. This page does not represent Claimsters as the company performing physical construction work. Contractors remain responsible for confirming their own licensing, insurance, permits and local requirements.
TENNESSEE PUBLIC-ADJUSTER LICENSING
Keep contractor estimating distinct from regulated public adjusting.
Tennessee's Public Adjuster Licensing Act covers compensated activity on behalf of an insured in investigating, verifying, estimating, appraising, determining, presenting and discussing the value of a first-party property claim and effecting its resolution. The definition also covers certain solicitation and services performed for another person in the business of adjusting insured losses.
Tennessee requires a public adjuster licence for a person or business entity acting or holding itself out as a public adjuster. The statute includes a limited exception for people employed only to obtain facts surrounding a loss or provide technical assistance to a licensed public adjuster, including contractors and appraisers. That exception should not be treated as blanket permission for every contractor estimating or supplement arrangement.
Claimsters' described contractor service focuses on the contractor's estimate and repair scope. Settlement negotiation, policy interpretation and homeowner representation on the claim as a whole are outside that stated role. Carrier-facing submissions, communications, follow-up responsibilities and compensation must be reviewed against Tennessee law before being included in an engagement.

TENNESSEE CONTRACTOR FAQS
Questions about working with Claimsters.
Answers for roofing and general contractors evaluating outsourced estimating support.
What estimating services does Claimsters provide in Tennessee?
Claimsters provides contractor-side Xactimate estimate preparation, roofing supplement documentation, denied and partial-denial file support, residential and commercial roofing estimates, exterior trade estimating and agreed contractor office support. Each Tennessee engagement is defined around applicable state requirements.
Can Claimsters work as our outsourced estimating department?
Yes. Claimsters supports individual assignments and recurring contractor workloads. The company-wide service model also describes residential and commercial desks, monthly retainers and storm-surge retainers. Available activities and responsibilities are confirmed for the Tennessee engagement.
What should I send with a Tennessee estimating request?
Start with the existing estimate or denial letter, contractor repair scope, roof measurement report and job-site photographs. Carrier inspection photos, manufacturer requirements, weather verification and other project records may also help depending on the file.
Does Claimsters prepare commercial roof estimates?
Yes. Claimsters' service model includes commercial roofing, flat roofs, metal roofs and commercial building losses, alongside residential roofing and exterior trade estimates.
When does Tennessee require a contractor licence?
A contractor's licence is generally required before bidding or contracting for projects valued at $25,000 or more. Roofing subcontract work valued at $25,000 or more can also require a contractor licence. A separate Home Improvement licence applies to residential improvements from $3,000 to less than $25,000 only in Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby counties.
Does Claimsters negotiate insurance settlements or interpret coverage?
No. Claimsters' stated contractor service focuses on estimate preparation and repair-scope documentation. Settlement negotiation, policy interpretation and homeowner representation on the claim as a whole are outside that stated role. Any insurer-facing activity must be reviewed against Tennessee's public-adjuster licensing requirements.
Can Claimsters submit estimates or supplements to the carrier?
Claimsters' company-wide model includes submission and follow-through on contractor estimate and repair-scope files. In Tennessee, any carrier-facing submission, communication or compensated claim-related follow-up must first be reviewed against the Public Adjuster Licensing Act and defined in the engagement. Claimsters does not assume that contractor authorization or use of the contractor's email alone resolves the licensing question.
Does a supplement guarantee additional approval or payment?
No. Claimsters prepares estimates and supporting records based on the available project information. Approval, coverage and payment decisions are not guaranteed.
